Environmental Compliance Management Improvement

In response to recommendations made by the President's Management Council (PMC) on improving how federal agencies assure environmental compliance, the Department of Energy developed an Implementation Plan that identifies five priority areas for action:

• State Management's Expectations for Compliance
• Identify Root Causes for Non-Compliance
• Improve Environmental Audit and Corrective Action Processes
• Improve the Collection and Use of Environmental Performance Data
• Identify and Share Best Practices and Lessons Learned

As part of this Implementation Plan, DOE will undertake efforts to better understand the root cause(s) of the various non-compliances, and will reflect the knowledge gained in the development of any needed follow-on guidance and coordinated efforts for attaining and maintaining compliant operations.

Executive Order (EO)

• The Instructions for Implementing EO 13423, Strengthening Federal Environmental, Energy, and Transportation Management establish an overarching directive that federal facilities adhere to applicable environmental protection laws and regulations, and that environmental compliance review and audit programs be established as part of environmental management systems.

Environmental Compliance Improvement Reporting

• Executive Order 13148 Greening the Government Through Leadership in Environmental Management Annual Progress Report 2006 on EMS Implementation and Environmental Compliance Improvement (January 2007)
• Office of Management and Budget (OMB) Environmental Stewardship Scorecard assesses Federal agency performance in five environmental metrics including Environmental Compliance Improvement

• Federal Facilities Environmental Stewardship & Compliance Assistance Center (FedCenter.gov) provides comprehensive environmental stewardship and compliance assistance information focused exclusively on the needs of Federal government facilities

• Enforcement and Compliance History Online (ECHO) is a Web-based tool that provides public access to compliance and enforcement information for approximately 800,000 regulated facilities under the Clean Air Act stationary source program, the Clean Water Act direct discharge program, and the Resource Conservation and Recovery Act hazardous waste generation program.
