DOECAP Benefits
Consolidated qualification audits of participating analytical laboratories and commercial
waste treatment, storage, and disposal facilities (TSDFs) are conducted under the
DOECAP. The DOECAP reduces Departmental risks and liabilities; thereby improving
performance levels of laboratories and waste vendor facilities. The DOECAP model
eliminates redundant audits of laboratories and facilities otherwise conducted by
individual DOE field element sites. Benefits derived from a multi-site program supporting
the DOE mission include:

To DOE by providing a consistent cost saving multi-site consolidated audit program
which reduces Department/taxpayer costs by at least $1.3M annually.

To Analytical Service Organizations at the DOE field element sites by providing
a pool of resources, a body of technical knowledge and the avoided need for local
program functions.

To Waste Management Organizations at the DOE field element sites by providing a
consistent and cost saving means for meeting DOE Order 435.1 audit requirements.

To audited facilities by avoiding lost productivity costs due to hosting multiple
redundant DOE audits.
DOECAP Electronic Data System/Program Contacts
One of the major tools for sharing program information is the password protected
DOECAP Electronic Data System (EDS). Access for non-DOECAP participants and audited
facilities is limited to the outer portion of the EDS which contains key program
correspondence and documents, contractual information, audit schedules, and program
contact information. The non-password protected portion of the EDS may be accessed
