FEOSH/Safety, Health and Return to Employment (SHARE) Goals


The President directed Executive Branch departments and agencies to participate in the SHARE initiative for Federal employees. He directed agencies to pursue four goals based on the Department of Labor’s Office of Workers’ Compensation Program (OWCP) data:

  1. Reduce Total Case Rate (TCR) by 3% annually from a FY03 baseline period: Number of compensation cases per 100 employees. Total Recordable Case (TRC) rates are reportable injuries/illnesses per 200,000 man hours.
  2. Reduce Lost Time Case (LTC) Rate 3% annually: Number of compensation cases where employees lost time per 100 employees. In contrast, Days Away, Restricted, or Transferred (DART) also counts cases where employees were restricted or transferred, in addition to lost time cases.
  3. Improve timely filing of claims (TFC) 5% annually: Percentage of OWCP claims filed on time (10 working days).
  4. Reduce Lost Production Days (LPD) 1% annually: Number of Full Time Equivalent (FTE) days lost due to OWCP reported injuries/illnesses.

Note: 100 employees (FTE) is roughly equivalent to 200,000 man-hours.
