Nine DOE contractors have joined the DOE-VPP Outreach Program, which pairs prospective DOE-VPP participants with a private sector OSHA Star site located in the same regional area. DOE strongly encourages sites to participate in the outreach program before submitting a DOE-VPP application. Participants benefit from the lessons learned by OSHA Star sites, and are better prepared to apply for and enter DOE-VPP.
The contractor participants are as follows.
Raytheon Services Nevada, Las Vegas, NV
AlliedSignal Inc., Kansas City, MO
EG&G Energy Measurement Systems, Las Vegas, NV
Fernald Environmental Management Company, Fernald, OH
Bechtel Petroleum at the Naval Petroleum Reserve No. 1, Tupman, CA
Pantex, Amarillo, TX
Westinghouse Savannah River, Aiken, SC
Wackenhut Savannah River, Aiken, SC
West Valley Nuclear Services, West Valley, NY
The Voluntary Protection Program Participants' Association (VPPPA), comprised of private sector companies participating in OSHA's VPP, coordinates the program with DOE. DOE is the first Federal organization to be granted an "agency membership" in VPPPA. Outreach applications should be forwarded by DOE contractors to Kathy Lea (VPPPA) at (703) 761-1146. To obtain an application, call your DOE Area/Operations Office VPP point of contact. For DOE line managers who need additional application forms, contact Larry McCabe (EH-312) at (301) 903-6732 or larry.mccabe@hq.doe.gov.
Revised copies of the DOE-VPP Program Elements, Procedures Manual, Application Guidelines, and DOE-VPP sample application became available December 10, 1994, for distribution. The revisions incorporate stakeholder comments. All documents other than the sample application are available from Robert Carson (Compa Industries) at (301) 590-9495. The DOE-VPP sample application is available from Andy Griffin (MMES) at (615) 241-2434. DOE Area/Operations Office points of contact should call Messrs. Carson and Griffin if you did not receive the revised documents by December 10, 1994.
DOE-VPP applications must follow the proper approval sequence as outlined in the DOE-VPP Procedures Manual. The proper sequence is (1) contractor, (2) responsible Area/ Operations Office, (3) Joint Operations Office and Cognizant Secretarial Office, and (4) Deputy Assistant Secretary for Worker Health and Safety. Do not forward the application to the Assistant Secretary for Environment, Safety and Health (EH-1). Additional copies of the DOE-VPP Application Process Flow are available from the site Area/Operations Office or the DOE-VPP group at Headquarters (EH-312) at (301) 903-4435.
