DOE/EH-0357 --- Issue No. 94-02 --- 01/94

Electrical Safety Guidelines

The Electrical Safety Guidelines were published last year to provide DOE and contractor personnel with a uniform set of electrical safety standards and guidance for addressing risks associated with the use of electrical energy. Designed to be used as best management practices to help strengthen electrical safety programs, the Guidelines enhance electrical safety awareness.

The Guidelines contain electrical safety requirements, standards, and regulations which, when fully implemented, will decrease the probability of serious accidents resulting in injury, death, or severe property damage. These standards include Occupational Safety and Health Administration (OSHA) standards 29 CFR 1910 and 1926; the National Fire Protection Association 70E, "Electrical Safety Requirements for Employee Workplaces"; the National Electrical Code (NFPA 70); and the National Electric Safety Code (ANSI C2).

Chapters on specific subjects, such as preventive maintenance, grounding, temporary wiring, and special occupancies are included in the Guidelines. Each section highlights significant points with clearly-defined diagrams and tables to supplement the text. Other features, such as Appendix C, include quick-reference work matrices, which summarize the minimum electrical safety requirements related to certain work activities.

The Electrical Safety Committee, which is comprised of DOE Headquarters' Cognizant Secretarial Officers and DOE Operations Office representatives, will review and update the Guidelines semi-annually. Updated information will be forwarded to all recipients through the controlled distribution list. The document's loose-leaf format will allow easy replacement of updated pages.

For more information about the Electrical Safety Guidelines or to request a copy, contact Pat Tran (EH-313) at (301) 903-5638 or fax a request to (301) 903-2239. Proposed changes to the Guidelines should be submitted to Mr. Tran using the page entitled "Improvements to the DOE Electrical Safety Guidelines" located in the front of the document.

This Safety Note is one in a series of publications issued by EH to share occupational safety information throughout the DOE complex.
