DOE Construction Safety Reference Guide
The DOE Construction Safety Reference Guide was published September 1993 and
is available for distribution. The Guide interprets the Occupational Safety
and Health Administration's (OSHA) regulations for safety and health, 29 CFR
1926, that are mandated for use by DOE Order 5480.4, Environmental
Protection, Safety, and Health Protection Standards, and draft DOE Order
5483.XX, Occupational Safety and Health Program for DOE Contractor
Employees.
The Guide should prove to be an effective tool in enhancing construction
safety throughout DOE. The Guide covers the entire spectrum of construction
safety issues. Two chapters address the general issues of worker safety and
health. Individual chapters discuss excavations; scaffolding; electrical
safety; fire protection and prevention; signs, signals, and barricades;
cranes, hoists, and conveyors; hand and power tools; concrete and masonry;
stairways and ladders; welding and cutting; motor vehicles and mechanized
equipment; demolition; materials handling, storage use, and disposal;
blasting and the use of explosives; and steel erection.
By providing both written guidance and illustrations to demonstrate
compliance with OSHA regulations and DOE Orders, the Guide clarifies other
applicable standards, codes, directives, and work practices used on DOE
construction worksites. The Guide also furnishes a list of pertinent
definitions and provides a checklist of key items for each section.
Appendices to the Guide list the training required by various standards and
instructional materials for general construction safety orientations. The
appendices are designed to be used as stand-alone documents in support of
the overall construction safety effort. An additional appendix will be
forwarded to recipients of the Guide and provide compliance information on
revised DOE Order 5480.9, Construction Safety and Health Program, upon
completion of the Order's final concurrence process.
The Guide was developed under the direction of the DOE Construction Safety
Advisory Committee which is comprised of DOE Headquarters' Cognizant
Secretarial Officers and DOE Operations Office representatives. To best
meet the needs of DOE and its contractors, the Committee intends to
continually review and update the Guide to be current with national codes
and standards.
