Guidance on Greenhouse Gas Reporting Requirements Available
In January 2010 the DOE Office of Environmental Policy and Assistance (HS-22) prepared an Information Brief, How Do I Know If I Am Subject To Greenhouse Gas Reporting Requirements? [HS-22-IB-2009-22 (January 2010)]. The Information Brief addresses the "Mandatory Greenhouse Gas (GHG) Reporting" Rule, 40 CFR Part 98 (74 FR 56260), that took effect on January 1, 2010. The Information Brief provides background on the final rule, discusses its applicability to DOE facilities, provides methods for calculating GHG emissions, and addresses recordkepping, veification, and report submissions. Presentation on Executive Order 13514 Available
In January 2010 the DOE Office of Environmental Policy and Assistance (HS-22) prepared a presentation, "Executive Order 13514 Federal Leadership in Environmental, Energy, and Economic Performance" that discusses the October 5, 2009, Executive Order (E.O.) signed by the President. The presentation addresses policy, goals, and objectives of the E.O.; near-term deadlines and deliverables; and a detailed discussion of goals and requirements for DOE. Sustainable Practices Technical Assistance Tool Available
On November 18, 2009, the DOE Office of Environmental Policy and Assistance (HS-22) issued a new Technical Assistance Tool, Integrating Sustainable Practices into Environmental Management Systems. The new tool provides assistance for developing site environmental management systems (EMS) that implement sustainable practices for enhancing environmental, energy, and transportation performance, and include the objectives and measurable targets that contribute to achieving DOE's sustainable environmental, energy, and transportation goals. The primary users of the tool are the "owners" of site operations and activities, such as building operations/maintenance, fleet management, and utility management, that may cause adverse environmental impacts in the conduct of mission requirements. Site EMS coordinators and EMS team members who are developing or enhancing the site EMS to contribute to achieving their energy, environment, and transportation goals will also find this tool helpful.

Guidance on E.O. 13514 Available
The new Executive Order (E.O.) 13514, Federal Leadership in Environmental, Energy, and Economic Performance (October 5, 2009) seeks to create a clean and efficient energy economy and establishes goals, targets, and requirements for Federal agencies. The DOE Office of Environmental Policy and Assistance (HS-22) has issued guidance that discusses the E.O. and attendant DOE requirements.

DOE Requests Comment on Proposed Greenhouse Gas Tailoring Rule
In November 2009, the DOE Office of Environmental Policy and Assistance (HS-22) issued an Information Brief, Prevention of Significant Deterioration and Title V Greenhouse Gas Tailoring Rule that requests comment on an Environmental Protection Agency (EPA) proposal to tailor the major source applicability thresholds for greenhouse gas (GHG) emissions under the Prevention of Significant Deterioration (PSD) and title V programs of the Clean Air Act. This porposal would set a PSD significance level for GHG emissions and would phase in the applicability thresholds for both the PSD and title V programs for sources of GHG emissions. If the proposed rule takes effect, DOE facilities emitting 25,000 tons per year or more of carbon dioxide equivalents (CO2e) will be required to obtain Title V and PSD permits.

Take the GreenGov Challenge
Secretary Chu and DOE are actively encouraging our federal employees to participate in the GreenGov Challenge, a bottom-up approach to greening government. This online participatory program challenges federal and military personnel to take part in implementing the President's Executive Order on Federal Sustainability by submitting their own clean energy ideas and suggestions and voting on others. In coordination with National Energy Awareness Month, any Federal employee or military member can submit a clean energy idea until October 31, 2009. Use the links below to submit your ideas or find out more about the GreenGov challenge.
