How to Search the SBIS

This page provides information on how to search for facility Safety Basis information.  User-friendly search capabilities are built into SBIS to track and manage nuclear facility Safety Bases.  Several search parameters are offered as discussed below.  Users may search on one or more of these parameters, depending on the desired results.

Facility 
This field is available to users who are searching for information on one particular facility, e.g., the Defense Waste Processing Facility.  Because there are many variations on the way individuals refer to a facility, SBIS will search for like-names or pseudonyms. For example, a search of "RBOF" would locate the Receiving Basin for Offsite Fuels.  Because there are so many facility names, a pull-down menu is not provided for this field.  However, a corresponding help button provides a list of all facilities currently listed in the database.

Operations Office 
This field helps users locate information on one or more facilities managed by a particular DOE Operations Office, e.g., the Albuquerque Operations Office.  A built-in, pull-down menu provides a list of all DOE Operations Offices.  To see the menu, click on the down arrow to the right of the entry box.  To select an Operations Office from the list, click on your selection. 

Site Location 
This field helps users locate information on one or more facilities located at a particular DOE site, e.g., the Savannah River Site.

Approval Status 
This field helps users locate information on one or more facilities based on the approval status of a facility’s Safety Basis. The statuses include "under development" or UD, where a safety basis is still being written and reviewed, and "approved under the rule" or AUR, where the safety basis has been updated to meet the provisions of 10 CFR Part 830, Subpart B and reviewed and approved by DOE. We have also included two interim statuses between "development" and "approved under the rule" to help our management track the progress of updating the safety basis. Many of our facilities and activities already have safety bases that were developed to meet earlier requirements and they are operating to these safety bases while they are updating the safety bases to meet the requirements in 10 CFR Part 830, Subpart B.

The Approval Status is entered using one of four codes as follows:

UD for "Under Development"  This code applies to facilities that do not yet have a functional Safety Basis.  It is not used for a facility that had a functional safety basis as of October 10, 2000, or has a safety basis that was approved by DOE after October 10, 2000.  The rule requires all DOE hazard category 1, 2, or 3 nuclear facilities to have submitted a safety basis to DOE for approval by April 10, 2003.  Consequently, this code is not used for approval status after that date, unless the facility has an exemption under the provisions of 10 CFR 820, Subpart E.  If an exemption has been granted by DOE, the approval status will note that fact by placing a “EX” after the approval status code.

UMR for "Operating Safety Basis Pending Update to Meet the Rule"  This code applies to:

·         Safety Bases that have been submitted to DOE, have not yet been updated to meet 10 CFR Part 830, and have not yet been approved by DOE;

·         Safety Bases that were approved under the provisions of DOE Order 5480.23, Nuclear Safety Analysis, or other contract requirements, but have not been approved by DOE under the rule; and

·         Safety Bases that were approved by DOE for use under the provisions of 10 CFR part 830.207(b), but have not been updated to meet all of the applicable provisions of Subpart B of 10 CFR Part 830.

SBPA for "Operating Safety Basis Pending Approval Under the Rule." This code applies to safety bases that have been updated to meet the requirements of 10 CFR Part 830 and submitted to DOE, but have not yet been approved by DOE.

AUR for Approved Under the Rule.  This code applies to Safety Bases that have been approved by DOE under the provisions of 10 CFR Part 830.207 (a).

Program Office
This field helps users locate information on one or more facilities or activities based on the cognizant DOE Headquarters Program Office responsible for the facility.  There are five DOE Program Offices provided in SBIS: 

  1. The Office of Defense Programs (DP) (searching this office will also result in facilities governed by the Office of National Nuclear Security Administration or NNSA),
  2. The Office of Environmental Management (EM),
  3. The Office of Nuclear Energy, Science and Technology (NE),
  4. The Office of Science (SC), and
  5. The Office of Security and Emergency Operations (SO).

Hazard Category
10 CFR Part 830 requires contractors and operators to categorize their nuclear facilities in accordance with DOE Standard (STD) 1027, Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports.  DOE nuclear facilities are categorized as hazard category 1, 2, or 3, or below hazard category 3.  Nuclear facilities whose hazards are categorized as below hazard category 3 are not subject to the Safety Basis requirements in 10 CFR Part 830 and, consequently, they are not included in this database.
