DOE Functions and Responsibilities

SAFETY MANAGEMENT PROGRAMS


The Office of Nuclear and Facility Safety is responsible for developing and maintaining the Department's Safety Management Functions, Responsibilities and Authorities Manual (DOE M 411.1-1B). The FRAM establishes safety management functions for DOE personnel, and the responsibilities and the authorities for those functions. Safety management functions are derived from the various DOE safety policies, regulations, orders, guides and standards. The functions and responsibilities in the FRAM are mandatory. Based on the FRAM, each DOE program, support, and field office establishes its own functions, responsibilities and authorities document - the so-called FRA documents.
