Welcome
The Office of Health, Safety and Security (HSS) was created
to bring the vital Department of Energy (DOE) corporate functions
of health, safety, environment, and security together under
one office. To ensure effective coordination of these functions,
HSS focuses on policy development, technical assistance, education
and training, enforcement, and independent oversight programs.
To provide consistency across the Department, HSS maintains
a close working relationship with the National Nuclear Security
Administration (NNSA), the Under Secretaries of Energy and
Science, line managers, and the Department's field sites.
Ribbon Cutting Ceremony for Early Lung Cancer Detection (ELCD)
Program
Kick-off activities and ribbon cutting ceremonies will take
place for the restart of the ELCD program for workers from
the Portsmouth GDP, a component of the DOE Former Worker Medical
Screening Program (FWP). Among those invited to participate
are HSS, DOE site representatives, Congressional representatives,
local public officials, local union officials, and former
Portsmouth workers.
In 2000, Congress mandated that the FWP provide ELCD using
low dose, helical computed tomography (CT) scanning to workers
at the three GDPs in Portsmouth, OH, Paducah, KY, and Oak
Ridge, TN. Over the past 20 years, a growing number of studies
have found that workers in DOE facilities face an elevated
risk of lung cancer due to occupational exposure to carcinogens,
such as asbestos, uranium, plutonium, and beryllium. The aim
of ELCD is to detect lung cancers at an early stage when they
are most likely to be cured. Among 6,224 workers receiving
ELCD between 2000-2006, 36 early stage lung cancers were detected.
In addition to these lung cancers, other diseases detected
through this CT scanning program include: thyroid cancer,
kidney cancer, asbestosis, pleural asbestosis, chronic beryllium
disease, silicosis, and aortic aneurysms.
This component of FWP is implemented by Queens College, City
University of New York and the United Steelworkers. For more

Town Hall Meeting November 17, 18
and 19 for Former Iowa Army Ammunition Plant (lAAP) and Ames
Laboratory Workers to Discuss Energy Employees Occupational
Illness Compensation Program and DOE Former Worker Medical
Screening Program (FWP):
As part of the coordinated outreach efforts between the Department
of Energy, Department of Labor and Department of Health and
Human Services, a town hall meeting for Ames Laboratory workers
in Ames, IA, and for former IAAP workers in Burlington, lAIA,
has been scheduled for November 17, 18, and 19 . The
meeting will be hosted by the DOL Ombudsman Office and include
representatives from DOL, NIOSH, and the IAAP and Ames FWP
to discuss EEOICPA and the free DOE medical screening program.
This event is part of outreach initiatives that includes teaming
up with the other agencies that serve DOE nuclear weapons
workers to inform workers and their families of the programs

Mr. Frank W. Abagnale: Fraud and Theft in the Information
Age
- HSS Visiting Speaker Program Event -
The Department of Energy’s
Office of Health, Safety and Security (HSS) realizes
that a proactive approach is an important step to
stemming the loss of vital information. To learn why
it is necessary to take steps as a nation and individually,
HSS is pleased to have Mr. Frank William Abagnale,
Jr., as our distinguished guest in the continuing
HSS Visiting Speaker Program.
Mr. Abagnale is one of the
world's most respected authorities on forgery, embezzlement
and secure documents. For over 35 years he has worked
with the Federal Bureau of Investigation. He advises
and consults with hundreds of financial institutions,
corporations and government agencies around the world.
More than 14,000 financial institutions, corporations
and law enforcement agencies use his fraud prevention
programs. His autobiography, “Catch Me If You Can”
inspired the motion picture of the same name. He is
the author of numerous books including “The Art of
the Steal”, “The Real U Guide to Identity Theft”,
and “Stealing Your Life”.
In 1998 he was selected as a
distinguished member of "Pinnacle 400" by CNN Financial
News - a select group of 400 people chosen on the basis
of great accomplishment and success in their fields.
In 2004 Mr. Abagnale was selected as the spokesperson
for the National Association of Insurance Commissioners
(NAIC) and the National Cyber Security Alliance (NCSA).

Title 10, Code of Federal Regulations,
Part 851, Worker Safety and Health Program,
(10 C.F.R. 851) Awareness Training Sessions for Workers
and Lessons Learned Panel for Trainers: On October
28-29, HS-11 coordinated the videocast of a series of
worker training sessions and trainer panels from the
Forrestal auditorium to 22 Department of Energy (DOE)
sites. Sessions on both days discussed 851 training
initiatives from DOE's National Training Center, Volpentest
HAMMER Training and Education Center, the National Institute
for Environmental Health Sciences (NIEHS) and DOE's
Office of Enforcement. Between 20 to 30 participants,
both worker and professionals were reported at the sites
that have provided data on attendance. At the conclusion
of the workshop there was a call for greater collaboration
between DOE, the unions, contractors, HAMMER, and the
NIEHS.
