DOE Functions and Responsibilities
SAFETY MANAGEMENT PROGRAMS
The Office of Health and Safety is responsible for developing
and maintaining the Department's Safety Management Functions,
Responsibilities, and Authorities (FRA) policy. The old
FRA Manual established safety management functions for
DOE personnel and the responsibilities and the authorities
for those functions. Safety management functions are derived from
the various DOE safety policies, regulations, orders,
guides, and standards. The functions and responsibilities
in the present FRA Manual are mandatory until a revision
is in place. Based on the FRA Manual, each DOE program,
support, and field office establishes its own functions,
responsibilities and authorities document - the so-called
FRA documents.
