The purpose of this memorandum is to transmit the Office of Environmental Management (EM) High Priority Facility Review Reports identified in enclosure 1 as the next incremental deliverable to satisfy Commitment 8.6.3 of the Department of Energy Implementation Plan for Defense Nuclear Facilities Safety Board Recommendation 2004-2, Active Confinement Systems, July 2006.
As
significant time has passed since our July 14, 2006 transmittal of the EM priority listing, project changes
have affected our original listing. Enclosure 2 is a revised listing which
provides the current status of all facilities on the July 2006 listing. The Salt Waste Processing Facility and the
Integrated Waste Treatment Unit have progressed through the critical decision
and authorization process to the
point that EM has validated the design, including the incorporation of an appropriate
active confinement system outside of the 2004-2 review. Several other projects contained on the
original priority list have yet to receive funding to evaluate even a
conceptual design and therefore awaits an appropriate time in the design
process for a 2004-2 evaluation
to be accomplished. For those facilities
that already have a completed
Independent Review Panel report with Program Secretarial Officer concurrence,
the report and concurrence are also provided.
For the remaining reports, final Program Secretarial Officer concurrence
and approval of any identified gaps and upgrades, if necessary, will be in
accordance with the deliverable to Commitment 8.6.5. EM will
continue to follow all of these projects to assure that the appropriate active
confinement systems are incorporated into project final designs and the
ultimate construction of all of these
faci1ities.
