[DOE LETTER HEAD]

NATIONAL NUCLEAR SECURITY ADMINISTRATION

November 30, 2007

The Honorable A. J. Eggenberger

Chairman

Defense Nuclear Facilities Safety Board

625 Indiana Avenue, NW, Suite 700

Washington, D.C. 20004-2901

Dear Mr. Chairman:

I have been asked by the Administrator to inform you that the National Nuclear Security

Administration (NNSA) has completed Phase 1 and Phase 2 assessments of the Safety

Management Programs (SMP) and safety related Structures, Systems, and Components

(SSC) at the Device Assembly Facility (DAF) at the Nevada Test Site. The enclosed

letter from the Manager of the Nevada Site Office (NSO) summarizes and reports the

completion of tasks committed in the related April 26, 2006 letter, from NNSA to the

Defense Nuclear Facilities Safety Board (Board). The assessments resulted in the

identification of a number of important safety issues that were addressed by resultant

corrective action plans.

The NSO regularly briefed your staff during the conduct of the SMP assessments and

provided your staff with copies of all assessment reports. We would be happy to set up a

briefing to the Board should you desire further dialogue on DAF, the SMP assessments,

and resultant corrective actions. If you have questions, please contact me or Michael

Thompson or my staff at (301) 903-8064.

Sincerely,

Martin J. Schoenbauer

Principal Assistant Deputy Administrator
