Dear Secretary Bodman:

The Defense Nuclear Facilities Safety Board (Board) received your letter of January 4, 2007, requesting formal closure of the Board’s Recommendation 2002-3, Requirements for the Design, Implementation, and Maintenance of Administrative Controls.  The Board recognizes the Department of Energy’s (DOE) efforts and the progress that has been made to improve the fidelity of administrative controls in the defense nuclear complex.

The Board’s staff is in the process of conducting a number of field reviews to independently assess the adequacy and effectiveness of DOE’s efforts in implementing the Recommendation prior to reaching a decision on closure.  The Board’s staff will continue to maintain close contact with DOE representatives to communicate the findings from these efforts.

Sincerely,
