[DOE LETTERHEAD]

January 6, 2006

The Honorable A. J. Eggenberger

Chairman

Defense Nuclear Facilities Safety Board

625 Indiana Avenue, NW Suite 700

Washington, D.C. 20004-2941

Dear Mr. Chairman:

On November 10, 2004, the Department of Energy (DOE) provided the Defense Nuclear Facilities Safety Board (DNFSB) with a schedule to revise four DOE Technical Standards for High Efficiency Air Particulate (HEPA) filters.  The first of these standards, DOE-STD-3020-2005, Specification for HEPA Filters Used by DOE Contractors (attached) has been revised and issued.  The Office of Quality Assurance Programs used a team of HEPA filter technical experts to prepare the revised standard which incorporates information from national consensus standards (e.g., ASME AG-1, Code on Nuclear Air and Gas Treatment) as well as information gathered from various assessments.  Additionally, the DNFSB staff provided valuable input.

The remaining DOE Technical Standards for HEPA filters will be revised per the schedule by December 2006.  We will continue to actively involve your staff in the directive revision process.  Questions concerning this commitment may be directed to me at (202) 586-1772 or Robert Loesch at (301) 903-4443.

Sincerely,

Frank E. Tooper

Deputy Assistant Secretary (Acting)

Office of Corporate Performance Assessment
