On June 10, 2005, Secretary Bodman submitted the Departmentís Implementation Plan to Improve Oversight of Nuclear Operations in response to Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 2004-1, Oversight of Complex, High-Hazard Nuclear Operations. †Section 5.3 of the Implementation Plan (IP) addresses Revitalizing Integrated Safety Management Implementation, and Subsection 5.3.2 addresses Work Planning and Work Control at the Activity Level. †Commitment 23 of the IP requires development of site office action plans to improve the consistency and reliability of work planning and work control at the activity level, including incorporation of Integrated Safety Management (ISM) core functions.
The approved action plans are provided in Enclosure 1. †Each site office action plan consists of commitments to perform six standard actions, the planned completion date for each action, and responsible site office and contractor personnel. †The six standard actions are described in detail in Enclosure 2. †These actions were identified and developed at two National Nuclear Security Administration (NNSA) workshops on effective incorporation of ISM into work planning and control processes (October 2004 and July 2005) and three follow-up meetings held in conjunction with NNSA Quality Assurance workshops (February, August, and December 2005) by a team consisting of NNSA Headquarters, Site Office and contractor experts, including designated ISM Champion identified in Bruce Carnes memorandum of October 18, 2005. †The DNFSB staff, Institute for Nuclear Power Operations, and the Energy Facility Contractors Group also participated in this effort.
