National

May 2, 2005
The Honorable A. J. Eggenberger
Acting Chairman
Defense Nuclear Facilities
Safety Board
625 Indiana Avenue, NW.
Suite 700
Washington, D.C. 20004
Dear Dr. Eggenberger:
Enclosed is the “Quarterly
Report for the Implementation Plan Defense Nuclear Facilities Safety Board
Recommendation 98-2, Safety Management at the Pantex Plant,” for the period January
1 through March 31, 2005.
During this past quarter, the
National Nuclear Security Administration NNSA made progress toward completion
of the outstanding commitments. As you
are aware, the NNSA also provides monthly Recommendation 98-2 status briefings.
Regarding specific second quarter Fiscal
Year 2005 activities, the Standing Management Team updated the draft technical
business practice (TBP) to incorporate results of the value streaming effort
conducted in January and February 2005. The
TBP will include the interaction between the design agencies and Pantex and the
modified process flow for hazard analysis and weapon response. The NNSA continues to coordinate with the
Pantex Site Office and the BWXT Pantex to better track and validate technical
safety requirement controls related to the Recommendation 98-2. As of March 31, 2005, the B83 Seamless Safety
for the Twenty-First Century Nuclear Explosive Safety Study completed briefings
and demonstrations. Deliberations are
ongoing and are expected to finish in May 2005.
Twenty-three out of twenty-seven
commitments in the Defense Nuclear Facilities Safety Board Recommendation 98-2
have been delivered and four remain outstanding. Should you have questions, please contact me
at 202-586-4879 or have your staff contact Mr. Michael Brown at 505-845-6258.
Sincerely,
M. Schoenbauer
