The Honorable A. J. Eggenberger

Chairman

Defense Nuclear Facilities Safety Board

625 Indiana Avenue, NW, Suite 700

Washington, DC 20004-2901

Dear Mr. Chairman:

Commitment 4.4 of the Department of Energy’s (DOE) Implementation Plan for Recommendation 2002-3, Requirements for the Design, Implementation, and Maintenance of Administrative Controls, calls for the submission of a report on training completed and copies of changes to relevant training plans on DOE Standard 1186-2004, Specific Administrative Controls (SACs).  All Environmental actions for Commitment 4.4 have been met.

All Environmental Management (EM) sites have completed the required initial training for Commitment 4.4.1.  The copies of the detailed training modules have been provided to your staff.

All EM sites institutionalized SAC principles into their training programs meeting the requirements of Commitment 4.4.2.  This has been accomplished by modifying training programs, updating qualification programs, or modifying existing training modules. Copies of these changes by site have also been provided to your staff.

If you have any further questions, please call me at (202) 586-0738 or have your staff call Mr. Robert Goldsmith, Acting Deputy Assistant Secretary for Integrated Safety Management and Operations Oversight, at (301) 903-4954.

Sincerely,

Dr. Ines Triay

Chief Operating Officer
