"An envelope suspected of being a letter bomb"

A. Criminal Acts

Unusual Occurrence

(1) At DOE reactor or nonreactor nuclear facilities:

(a) bomb-related incidents, including location of a suspicious device or a noncredible bomb threat;

Off-Normal

(1) At DOE facilities other than reactors and nonreactor nuclear facilities:

(a) location of a suspicious device or noncredible bomb threat;



INTERPRETATION
Issue:

An envelope addressed to a retired employee and post­marked from another country was suspected of being a letter bomb. The appropriate precautions were taken and, after inspection, it was discovered that there was no cause for concern. In this case, should the envelope be considered a suspicious device for the purposes of reporting under Group 5.A?

Intent:

The intent of the Group 5.A requirements is to ensure reporting of any incident involving the discovery of an item for which there is concern that it might be a bomb.

Additional Information:

There have been several recent instances of letter bombs that have been sent to organizations in the United States with postmarks from Middle Eastern countries. A package or letter that is treated as a potential bomb should be considered a suspicious device and reported under Group 5.A UO(1)(a) or ON(1)(a). A package determined to be an actual letter bomb would be reported as an Emergency in accordance with DOE O 151.1, COMPREHENSIVE EMERGENCY MANAGEMENT SYSTEM.
