(2) Power Marketing Administrations' reporting of major electrical power outages, disturbances, and fuel shortages subject to the emergency power system reporting requirements prescribed in 10 CFR 205, 350 through 354, "Report of Major Electric Utility Systems Emergencies."



INTERPRETATION
Issue:

Section 3.c.(2) excludes the Power Marketing Administrations' reporting of major electrical power outages and disturbances. Would this include the power outage that affected the Western U.S. meaning that contractors did not need to write an occurrence report for that event if all emergency equipment functioned properly?

Intent:

The exclusion in Section 3.c.(2) applies only to reporting requirements for Power Marketing Administrations. This does not exempt facility operators from any reporting requirements.

Additional Information:

An electrical power outage should always be evaluated against the reporting criteria of Group 1.H ON(2), even if emergency equipment functioned properly. For facilities other than the Power Marketing Administrations, the focus for reporting should be on the consequences of the outage and not the outage itself. Additionally, the loss of incoming electrical power could cause conditions that are reportable under other criteria, therefore, all reporting criteria should be evaluated to determine reportability.
