Office of Special Operations (Reports to the Office of Security Operations)
Mission and Functions
Mission
The Office of Special Operations provides protection to the Secretary of Energy and other DOE Dignitaries as designated by the Secretary; conducts inquiries and investigations into significant matters of security concern; supports the Federal Enduring Constitutional Government (ECG) and Continuity of the President/Government (COG) Programs by ensuring that Departmental leadership is available to continue essential functions during and following an emergency situation.
Functions
- Manages the development and execution of
protective operations to be undertaken in
support of the Secretary of Energy, and when
designated by the Secretary provides protection
to other senior DOE Officials, visiting dignitaries,
and other select individuals.
- Resolves alleged violations of Federal laws
and Departmental directives related to protecting
the national security. In addition, the Office
of Special Operations may conduct other authorized
investigative activities at the request of
senior Departmental officials.
- Responsible for all aspects of an investigation
including case/quality control, management/oversight,
administration, investigation, documentation,
evidence collection, and proper termination,
including recommending referral to the Federal
Bureau of Investigation (FBI), Department
of Justice, or any agency with the proper
jurisdiction for subsequent action.
- Provides training and assistance to field
elements as required.
- Assigns Special Agents to conduct inquiry/incident
cases.
- Supports the DOE Continuity of Government
Plan and programs by maintaining the capability
to respond to significant disruptions to normal
DOE operations.
- Initiates inquiries and investigates potential
violations of enforceable safeguards and security
requirements, as well as certain security
concerns, as directed.
- Prepares final reports and/or technical
evaluations with appropriate findings and
recommendations up to and including the recommendation
of enforcement action.
- Provides investigative support to the Office
of Security Enforcement for implementing 10
CFR 824 Procedural Rules for the Assessment
of Civil Penalties for Classified Information
Security Violations.
- Provides support to the Metropolitan Washington,
DC Joint Terrorism Task Force (JTTF).
- Provides investigative support to DOE Programs.
- Actively supports the Protective Services Working Group (PSWG).
- Maintains active liaison with other federal
law enforcement agencies to include the US
Secret Service, Diplomatic Security Service,
US Marshals, TSA, US Capitol Police, Federal
Protective Service, and the Department of
Homeland Security.
