Facility Clearance and Approval

A DOE Order requires a Facility Clearance (FCL) Program to regulate DOE’s approval of a facility’s eligibility to access, receive, generate, reproduce, store, transmit, or destroy classified information or matter. This includes DOE owned sites, contractor facilities, and other government agency facilities. These facilities are tracked in the Safeguards and Security Information Management System (SSIMS). Facilities are registered using a DOE F 470.2, Facility Data and Approval Record.

SSIMS is also used to track all contractual agreements that require access to classified matter by contractors. Prior to requesting access authorizations (“Q” or “L” clearances and badges) for contractor employees, the interest (contract, subcontract, work for others agreement, interagency agreement, etc.) must be registered in SSIMS.

SSIMS is also the database for tracking the classified mailing addresses for approved facilities that can receive and store DOE classified matter. The classified mailing address must be verified in SSIMS prior to disseminating classified matter, whether by mail, express mail, or hand carrying.
