Welcome to the Office of Headquarters Personnel Security Operations

The Office of Headquarters Personnel Security Operations serves the Department by providing a comprehensive Personnel Security Program for the DOE Headquarters complex as well as managing and implementing Department-wide personnel security activities. Our goal is to insure that DOE classified information and materials are safeguarded from compromise by assuring that only trustworthy individuals are granted access authorizations (security clearances). This is accomplished through conscientious, just and thoughtful application of Federal rules and statutes with the goal of ensuring that only individuals whose character, associations and loyalty do not endanger the common defense are granted access to DOE classified information and materials.

The Office's management of access authorizations for the population of cleared individuals at Headquarters is coupled with the responsibility for important Department wide personnel security programs. These include the implementation of Administrative Review Procedures under Title 10, Code of Federal Regulations, Part 710; the Accelerated Access Authorization Program (AAAP); the classified visits program that manages DOE and other government agency visitors traveling to DOE sites as well as other locations within the Government; and electronic clearance processing through the DOE Integrated Security System (eDISS+), which includes the Central Personnel Clearance Index (CPCI), the official DOE clearance information database.

Because of the significance of the human factor in security vulnerabilities, the Office of Personnel Security's goal to protect the national security is a critical element in the Department's overall security strategy. The Office of Personnel Security is committed to assuring the integrity and dependability of each individual who is granted access authorization.

The Office is comprised of a group of highly skilled security professionals, both Federal and contractor, who are dedicated to performing their duties in a manner that is both thorough and accurate while being ever mindful of their stewardship of the highly sensitive information used to make access eligibility determinations.

We look forward to serving our DOE colleagues and the public at large in the area of personnel security. The Office contributes substantially to U.S. Government personnel security expertise and we strive to set the personnel security standard for DOE, in support of the vital mission of this Department.
