FUNCTIONAL AREA GOAL: A fully compliant Packaging and
Transportation Safety Management Program for onsite and
offsite packaging and transportation of hazardous material
including radioactive material and waste is implemented and
maintained across the site.

Performance Objective 1: Contractor Program
Documentation
The site's (or facility's) all hazardous material including
radioactive material and waste packaging and transportation
activities onsite and offsite are governed by an up-to-date,
comprehensive, documented packaging and transportation safety
program.
- Site Contractor management has developed and implemented
a Quality Assurance Plan that support packaging and
transportation, a Transportation Safety Document, and if
applicable, a Transportation Plan including directives,
policies, and procedures to provide effective implementation
of applicable international, federal, state, tribal, and
local rules and regulations and DOE Orders and policy
affecting transportation management.
- Management has developed and implemented a documented
packaging procurement/selection program with written
policies and procedures (e.g., quality assurance) that
instructs personnel how to select appropriate packaging for
the transportation of hazardous or radioactive material.
Related policies and procedures must comply with the
requirements of applicable international, federal, state,
tribal, and local laws, rules, and regulations and DOE
Orders and policy.

Performance Objective 2: Contractor Program
Implementation
- Transportation emergency response to shipping incidents
involving hazardous materials (including radioactive) and
waste shipments is provided in a consistent, accountable
manner that follows approved procedures and complies with
all requirements of applicable international, federal,
state, tribal, and local laws, rules, and regulations and
DOE Orders and policy.
- The HAZMAT employer (as defined in 49 CFR, Part 171.8)
has identified its HAZMAT employees (as defined in 49 CFR,
Part 171.8) who are required to have HAZMAT training (per 49
CFR, Part 172.700). These personnel have been trained, and
appropriate documentation has been provided and is
maintained in compliance with the requirements of applicable
international and federal regulations for the training of
HAZMAT personnel.
- All Transportation Security Plans are in compliance with
all of DOT and NRC federal regulations and DOE Orders and
policy and security requirements are being
implemented.
- Shipping of all classes and divisions of hazardous
materials (including radioactive) and waste shipments is
conducted in a consistent, accountable manner that follows
approved procedures and complies with the requirements of
applicable international, federal, state, tribal, and local
laws, rules, and regulations and DOE Orders and
policy.
- All transportation management operations are conducted
in a consistent, accountable manner that follows approved
procedures and complies with all requirements of applicable
international, federal, state, tribal, and local laws,
rules, and regulations and DOE Orders and policy.
- All motor carrier operations are conducted in a
consistent, accountable manner that follows approved
procedures and complies with the requirements of applicable
international, federal, state, tribal, and local laws,
rules, and regulations and DOE Orders and policy.
- All DOE-owned or leased railroad operations and
maintenance activities are performed in a consistent,
accountable manner that follows approved procedures and
complies with all DOE Orders and policy and federal
regulations.

Performance Objective 3: DOE Line Management
Oversight
The Federal Field/Site Office Staff has assigned personnel
with competence commensurate with the responsibility to manage
and oversee the packaging and transportation safety program
across the site. A documented oversight program is implemented
to verify the effectiveness of the contractor's packaging and
transportation safety program across the site and at each
nuclear facility.
Criteria:
- Site Office is staffed with adequate numbers of
technically competent, experienced, fully qualified
transportation safety personnel.
- 2. Site Office oversight is being effectively conducted
and includes regularly scheduled reviews and routine
facility walk downs in the shipping and receiving
areas
- Site Office Oversight includes an evaluation that the
contractor's implementation of the Transportation Safety
Program requirements demonstrates effective integration and
application of appropriate functions and principles of the
Site Integrated Safety Management System
