FUNCTIONAL AREA GOAL: A fully compliant Laser Protection
Safety Management Program (SMP) is implemented and maintained
across the site.

Performance Objective 1: Contractor Program
Documentation
1.1 The site (or facility) is governed by an up-to-date,
comprehensive, documented laser safety program.
Criteria:
- A documented laser safety program exists as recommended
by ANSI Z136.1.
- The Site Laser Protection SMP is defined in accordance
with contract requirements (DEAR)
- The SMP incorporates appropriate functions and
principles of the Site Integrated Safety Management System.

Performance Objective 2: Contractor Program
Implementation
2.1 Laser and related hazards: Laser and related
hazards on site (or within the facility) have been identified
and evaluated in conjunction with a current and comprehensive
laser hazards analysis and self-assessment.
Criteria:
- Current laser hazard self-assessments have been
performed for all applicable facilities and other
locations.
- The information contain in the laser hazard assessment
is accurate.

2.2 Laser Injury Prevention Procedures: Laser injury
prevention procedures have been implemented and laser safety
features have been installed, where feasible, to mitigate
laser injuy risk.
Criteria:
- A complete spectrum of laser injury prevention controls
and procedures are in existence and have been implemented as
based on ANSI Z136.1.
- All fixed laser injury prevention features ( such as
protective housings and interlocks) that are required have
been installed and maintained.

2.3 Personnel Qualifications: Personnel are
appropriately qualified and trained to perform their work
safely and responsibly when confronted by laser hazards and
related dangers.
- All users of Class 3 and 4 lasers must receive an
applicable level of training in laser hazard recognition,
appropriate safeguards and emergency response, as required
by ANSI Z136, with a refresher every 3 years.
- Other users and custodians, staff security, etc that
work around laser installations are encouraged to take
awareness training.
- The Laser Safety Officers are appropriately educated,
trained and certified.

2.4 Performance Improvement: Data, statistics,
"lessons learned" and other "feedback" from the site (or
facility) laser safety program are disseminated on site and
within the DOE laser safety community.
Criteria:
- Performance data and statistics related to the laser
safety program are collected and reported in accordance with
DOE Order 231.1 and 232.1.

Performance Objective 3: DOE Line Management
Oversight
The Federal Field/Site Office Staff has assigned personnel
with competence commensurate with the responsibility to manage
and oversee the laser protection SMP across the site. A
documented oversight program is implemented to verify the
effectiveness of the laser protection SMP across the site and
at each nuclear facility.
Criteria:
- Site Office is staffed with adequate numbers of
technically competent, experienced, fully qualified laser
protection personnel.
- Site Office implementing procedures to define
expectations and requirements.
- Site Office oversight is being effectively
conducted.
- Site Office Oversight includes an evaluation that the
contractor's implementation of the Laser Protection Program
requirements demonstrates effective integration and
application of the appropriate functions of the Site
Integrated Safety Management System
