Electrical Safety Management Program

FUNCTIONAL AREA GOAL: A fully compliant electrical
safety management program is implemented and maintained across
the site's electrical works.
REQUIREMENTS:

Performance Objective 1: Program Documentation
Comprehensive, documented safety and health plans exist for
all site electrical contractors.
Criteria:
- Each project has a documented safety and health plan as
prescribed by DOE Order 440.1A. The plan shall address:
- Systematic and timely evaluation of project hazards
- Selection and use of appropriate protective measures
- Worker safety and health training
- Periodic safety inspections of electrical activities
and installations
- Prompt abatement of identified hazards
- The respective responsibilities of the electrical
contractor, project safety and health supervisor (if a
dedicated safety and health supervisor is required by
contract), and competent persons are described in the
contractor safety and health plan.
- Electrical hazard analyses are performed and shall be
provided with the safety and health plan.
- Electrical safety and health plans and hazard analyses
are revised, as necessary, to address identified
deficiencies in project safety and health performance or
changes in project operation, subcontractors, or personnel.

Performance Objective 2: Program Implementation
2.1 Evaluation of Electrical Hazards: Electrical
work activities shall be evaluated for associated hazards.
Criteria:
- A hazard evaluation shall be conducted electrical works
identified within the project safety and health
plan.
- Hazards to be evaluated are included those related to
site specific information or characterization data provided
by the manager.

2.2 Selection and use of appropriate protective
measures
- Appropriate engineering or administrative controls as
well as personal protective equipment shall be selected for
each identified hazard.
- Selected controls shall take into account identified
site specific safety and health requirements of the M&O
contractor.
- As required by OSHA standards, appropriate protective
measures are required and shall be developed accordingly to
make sure that an adequate design process and procedures are
used.

2.3 Worker safety and health training
- Workers shall be trained on the hazards and mitigative
measures identified by the hazard analysis.
- Records of completed training should be maintained by
the electrical contractor.

2.4 Electrical Worksite Inspections
- The electrical superintendent or the electrical safety
supervisor shall make frequent and regular inspections of
the electrical worksite.
- Competent persons shall make frequent and regular
inspections of electrical work for which they are
responsible.
- Records shall be maintained of all electrical worksite
inspections.

2.5 Hazard Abatement
- Identified hazards shall be immediately
abated.
- If immediate corrective action is not possible, or if
abatement falls outside project scope, the electrical
contractor shall immediately notify affected workers, post
appropriate warnings implement needed interim controls and
notify the electrical manager of actions taken.

Performance Objective 3: DOE Line Management
Oversight
Criteria:
- The identities and respective responsibilities and
duties of the DOE project manager, DOE safety and health
personnel, and the electrical manager are clearly described
and delineated.
- DOE line management shall direct the development of a
system to ensure thorough evaluations of electrical
contractor safety and health performance and the utilization
of these evaluations for future contract awards (refer to
Federal Acquisition Regulation (FAR) 36.201).
- DOE project management and safety staffs shall review
safety and health programs developed for site maintenance
and operational activities to determine their applicability
and cost effectiveness on electrical projects.
- DOE project management and safety staffs shall determine
the necessity for requiring a dedicated electrical
contractor safety and health supervisor on individual
electrical work.
- Project documents should provide information or
reference to existing documentation that describes known
site hazards to which electrical workers may be
exposed.
- A prework safety meeting is conducted with the
electrical contractor to review project safety and health
requirements.
- The electrical contractor's safety and health plan is
reviewed and approved prior to any on-site project work and
hazard analyses are completed and approved prior to the
start of work on affected electrical works.
- DOE Project Management and safety staffs perform
frequent and regular documented on-site reviews of
electrical contractor safety and health
performance.
- Documentation shall be maintained for all formal
contract actions taken to enforce electrical contractor
compliance with project safety and health requirements.
