FUNCTIONAL AREA GOAL: A fully compliant and
effective construction safety management program is
implemented and maintained across the site's construction
projects.

Program
Performance Objective 1: Program Documentation
Comprehensive, documented safety and health plans exist for
all site construction projects.
Criteria:
- Each project has a documented safety and health plan as
prescribed by DOE Order 440.1A. The plan shall address:
- Systematic and timely evaluation of project hazards
- Selection and use of appropriate protective measures
- Worker safety and health training
- Frequent and regular inspections of the construction
worksite
- Prompt abatement of identified hazards
- The respective responsibilities of the construction
contractor's superintendent, project safety and health
supervisor (if a dedicated safety and health supervisor is
required by contract), and competent persons are described
in the project safety and health plan. (10 CFR 851, Appendix
A, Section 1(d)
- A listing of all project phases for which subsequent
hazard analyses will be performed is provided with the
safety and health plan. (10 CFR 851, Appendix A, Section
1(d))
- Project safety and health plans and hazard analyses are
revised, as necessary, to address identified deficiencies in
project safety and health performance or changes in project
operation, contractors, or personnel. (DOE Order 440.1A,

Performance Objective 2: Program Implementation
2.1 Evaluation of Project Hazards: Each phase of the
construction project shall be evaluated for associated
hazards.
Criteria:
- A hazard evaluation is conducted for each phase of the
project identified within the project safety and health
plan. ((10 CFR 851, Appendix A, Section
1(a)(1)(i))
- Hazards to be evaluated also include those related to
site specific information or characterization data provided
by the construction manager. ((10 CFR 851, Appendix A,
Section 1(a)(1)(ii))

2.2 Selection and use of appropriate protective
measures: Appropriate
protective measures are selected to specifically address the
hazards identified in the hazard analyses.
Criteria:
- Appropriate engineering or administrative controls as
well as personal protective equipment are selected for each
identified hazard. ((10 CFR 851, Appendix A, Section
1(a)(1)(i))
- Selected controls take into account identified site
specific safety and health requirements of the M&O
contractor. ((10 CFR 851, Appendix A, Section
1(a)(1)(ii))
- s required by OSHA standards, protective measures
requiring design by a Professional Engineer or other
competent professional are developed accordingly. ((10 CFR

2.3 Worker safety and health training: Workers are aware of the hazards and
selected controls to address project hazards.
Criteria:
- Workers are trained on the hazards and mitigative
measures identified by the hazard analysis for each phase of

- Records of completed training should be maintained by
the construction contractor. ((10 CFR 851, Appendix A,
Section 1(a)(3))

2.4 Construction Worksite Inspections: Project
safety staff inspects jobsite to identify existing
hazards.
Criteria:
- The construction superintendent or the project
construction safety supervisor makes frequent and regular
inspections of the construction worksite. ((10 CFR 851,
Appendix A, Section 1(b))
- Competent persons make frequent and regular inspections
of the respective phases of work for which they are
responsible. ((10 CFR 851, Appendix A, Section
1(a)(1)(iv))
- Records are maintained of all construction worksite
inspections. (10 CFR 851(a)(2))

2.5 Hazard Abatement: Identified hazards are
promptly addressed.
Criteria:
- Identified hazards are immediately abated. ((10 CFR 851,
Appendix A, Section 1(c))
- If immediate corrective action is not possible, or if
abatement falls outside project scope, the construction
contractor immediately notifies affected workers, posts
appropriate warnings, implements needed interim controls,
and notifies the construction manager of actions taken. ((10

Performance Objective 3: DOE Line Management
Oversight
Criteria:
- 1. The identities and respective responsibilities and
duties of the DOE project manager, DOE safety and health
personnel, and the construction manager are clearly
described and delineated. (DOE Order 440.1A, Functional Area
Requirements for DOE Element, Construction Safety, Section
1(b)(1)(c))
- DOE line management directs the development of a system
to ensure thorough evaluations of construction contractor
safety and health performance and the utilization of these
evaluations for future contract awards (refer to Federal
Acquisition Regulation (FAR) 36.201). (DOE Order 440.1A,

Safety, Section 1(b)(1)(e)
- DOE project management and safety staffs review safety
and health programs developed for site maintenance and
operational activities to determine their applicability and
cost effectiveness on construction projects. (DOE Order

- DOE project management and safety staffs determine the
necessity for requiring a dedicated construction contractor
safety and health supervisor on individual construction

- Project documents should provide information or
reference to existing documentation that describes known
site hazards to which construction project workers may be

- A prework safety meeting is conducted with the
construction contractor to review project safety and health

reviewed and approved prior to any on-site project work and
hazard analyses are completed and approved prior to the

- DOE Project Management and safety staffs perform
frequent and regular documented on-site reviews of
construction contractor safety and health performance. (DOE

- Documentation is maintained for all formal contract
actions taken to enforce construction contractor compliance
