Since its formation by the Assistant Secretary
for Health (EH-1) in 1992 the IHCC has made important contributions to
DOE Worker Protection efforts at both the headquarters and field level
(attachment (1)). Appropriately, at its last quarterly meeting and at the
American Industrial Hygiene Conference and Exposition (AIHCE) DOE Meeting,
EH recognized the IHCC as the DOE industrial hygiene technical and policy
source.
During reorganizations and cuts associated with
government reinvention and DOE's strategic realignment we have successfully
strengthened industrial hygiene's role in the DOE's Worker Protection Program.
Our recently completed charter; mission and vision statements, and strategic
plan are in place to guide our way for the coming year (attachments 2 and
3).
IHCC priorities for the coming year should be the
support of headquarters initiatives to integrate health and safety programs
and publicizing highly effective industrial hygiene efforts. Establishing
liaison with other health and safety specialty groups, setting up an industrial
hygiene bulletin board or web site and periodic meetings with EH leadership
will promote communication and integration. In addition to the recently
established DOE Industrial Hygiene Award for individual industrial hygienist's
contributions Worker Protection Programs, we should recognize Worker Protection
Programs with highly effective industrial hygiene elements and share them
with the DOE community as we did integrated programs during the DOE meeting
at the AIHCE.

Provided consolidated comments on the exposure

Field and Headquarters Support
- Coordinated and consolidated field and program
comments on the following Industrial Hygiene program Orders: DOE 5480.10A;
DOE 470; DOE 440.1
- Lead efforts to integrate Industrial Hygiene in
DOE 5483.OSH, the first effort to integrate Safety and Health programs
- Lead efforts that resulted in the inclusion of
programmatic Industrial Hygiene requirements that had been left out of
DOE Order 440.1
- Assisted EH in Industrial Hygiene related order
initiatives
- Increased line and contractor Industrial Hygiene
involvement in Headquarters initiatives.
- Supported EM and EH in the preparation of Industrial
Hygiene portions of the Handbook for Occupational Safety and Health for
Hazardous Waste Activities and Occupational Safety and Health Desk Reference
- Provided EH with line input on lessons learned
from performance measures development
- Prepared a position paper on HAZWOPER training
- Prepared the Hazard Materials Chapter for DOE

- Worked with EM to integrate Industrial Hygiene
concerns into the SAR review Standard
- In conjunction with EH we established the DOE
Industrial Hygiene Award for individual lifetime contribution to DOE industrial
hygiene programs

I. Committee Goal and Scope of Activities
The Secretary of Energy places a high priority
on achieving excellence in DOE occupational health and safety programs.
The Department is undertaking many critical initiatives in responding to
this Secretarial priority.
In support o these critical initiatives, DOE established
this DOE Industrial Hygiene Coordinating Committee (IHCC) to efficiently
and effectively communicate and coordinate intradepartmental industrial
hygiene program activities. The goal of this committee is to facilitate
achieving the Department's priority of being an exemplary industrial hygiene
program in the industrial hygiene community.
The Committee's scope of activities include:
- Identifying actions for the consistent implementation
of DOE industrial hygiene policies, guidance, and standards;
- Providing input to DOE industrial hygiene policy,
guidance, standards, and technical support initiatives;
- Assisting DOE in identifying industrial hygiene
needs, priorities, and initiatives; and
- Facilitating the communication of industrial hygiene
information throughout the DOE.
II. Committee Actions
Using accepted administrative procedures, Committee
recommendations will be forwarded to the appropriate organization for action
and/or consideration. Committee recommendations will be presented in memoranda,
summary reports, white papers, and briefings. The Committee will:
- Review documents using the following method:
- Committee members will request comments from organizations
within their area of responsibility.
- Comments will be forwarded to the Subcommittee
tasked with the document review.
- The subcommittee will consider all comments and
make recommendations to the full Committee.
- The Chair will then forward recommendations approved
by the full Committee to the appropriate organization.
- Advise Program and Field Offices through presentations/briefings/meetings,
regarding Committee activities.
- Participate in working groups tasked with addressing
industrial hygiene related concerns/issues.
- Respond to inquiries directed to the Committee.
- Interface with DOE organizations impacting industrial
hygiene programs and resources.
- Foster the publication and dissemination of industrial
hygiene information to enhance awareness of worker health issues.
- Provide to the Deputy Secretary an annual report
and briefing.
III. Committee Membership
Committee members shall be dedicated to promoting
a proactive approach to worker health programs throughout the DOE. Management
commitment will be demonstrated through support of the Committee's goal.
Specifically, management should allow the designated member an appropriate
amount of time and sufficient resources to allow effective participation
in Committee activities.
- Committee membership consists of one individual
appointed by each of the Secretarial Officers, Operations Office Managers,
and managers of other major field organizations (e.g., Power Market Authorities,
Naval Petroleum Reserves and Energy Technology Centers). These individuals
will have key industrial hygiene roles and responsibilities for their respective
organizations. Members are expected to serve three year terms at the discretion
of the appointing official. An alternate will be designated to participate
in Committee meetings and activities in the absence to the member.
- The IHCC provides recommendations for the Chair
and Chair-elect to the Deputy Secretary. The Chair and Chair-elect serve
one year terms. The Chair-elect assumes the Chair position after the end
of the Chair's term.
- The Committee may establish subcommittees, and
call upon outside expertise as necessary.
IV. Meeting Frequency and Administrative Procedures
- The Chair will schedule and arrange meetings at
least quarterly, and special meetings as necessary.
- The Chair will distribute to each member an agenda
prior to meetings and minutes after meetings. Minutes, subject to approval
by the Committee, shall reflect the official record of the meeting, i.e.,
date, time, members and guests present, official business conducted, and
the schedule for the next meeting. Minutes will be distributed to Committee
members, Secretarial Officers, Operations Office Managers, and Managers
of major field organizations.

To guide Department of Energy Worker Protection
policy, facilitate and coordinate communication, promote exemplary Industrial
Hygiene programs, and address emergent industrial hygiene issues.
Vision
Be an active force in developing and promoting
Industrial Hygiene excellence within Department of Energy Worker Protection
Programs.
Strategic Objectives:
- Identifying actions for the consistent implementation
and integration of DOE Worker Protection policies, guidance and standards.
- Providing IH input to DOE worker protection policy,
guidance, standards and technical support initiatives.
- Assisting DOE in identifying industrial hygiene
needs, priorities, and initiatives.
- Facilitating communication and cooperation throughout
the DOE worker protection community.
- Promoting integrated worker protection programs.
