Beryllium Rule Advisory Committee

DOE is convening a Beryllium Rule Advisory Committee of select DOE employees and contractor employees with expertise in beryllium operations, representatives from health professions, physicians, and representatives from other Federal agencies, private industry and academic institutions who have expertise in health effects, exposure monitoring, appropriate controls, and medical monitoring for beryllium to assist in developing the Notice of Proposed Rulemaking that would establish a comprehensive and effective worker health protection program. The Notice of Intent to Establish a Beryllium Rule Advisory Committee was published in the Federal Register on May 23, 1997.

The Beryllium Rule Advisory Committee (members) will provide the Office of Environment, Safety and Health advice, scientific and technical information, and recommendations on issues pertinent to the development of a beryllium health standard, as outlined in the Beryllium Rule Advisory Committee charter, approved on June 9, 1997.

Beryllium Rule Advisory Committee meeting information is included in Federal Register Notices dated September 5, 1997 and September 10, 1997.

Beryllium Public Forums

The Office of Worker Health and Safety held two public forums to gather scientific data, information, and views to assist in the development of a notice of proposed rulemaking intended to help establish a health standard to protect DOE and contractor employees from occupational exposure to beryllium. The Forums, held January 15 and 16, 1997, in Albuquerque, NM and January 22 and 23, 1997, in Oak Ridge, TN, were announced in the Federal Register Notice on December 30, 1996. Informal transcriptions were made of both the Albuquerque and Oak Ridge forum proceedings.


Request for Written Comments and Scientific Data

The Department urged those individuals with an interest in beryllium-related activities to submit written comments and data on this subject. The Office of Worker Health and Safety prepared a set of questions covering a variety of beryllium-related topics which were included in the Federal Register Notice, dated December 30, 1996. The original written comment period was extended to March 14, 1997, per Federal Register Notice, dated February 6, 1997. The comment period is now closed.


CBDPP Proposed Rule Public Comment Period and Hearings

DOE’s chronic beryllium disease prevention program (CBDPP) proposed rule, 10 CFR Part 850, was published in the Federal Register for public comment on December 3, 1998. The public comment period closed on March 9, 1999. Written comments received, transcripts from oral presentations, technical reference materials referred to in the proposed rule, and any other docket material may be reviewed and copied at the DOE public reading rooms in:

Washington, DC—1000 Independence Avenue, SW, Room 1E-190, 202-586-3142, 9:00am - 4:00pm;

Beryllium Survey Project


The Office of Worker Health and Safety distributed a beryllium survey form throughout DOE in September 1996 to characterize beryllium operations and tasks, identify the number of workers involved in beryllium operations, and obtain information regarding their exposure levels. Responses received have been analyzed and incorporated into a draft survey report.
