DOE requires that each person who holds an access
authorization complete an ASRB. It is anticipated
this year's ASRB will be available for completion
before the end of August 2009. This HSO Spotlight
provides information on who is required to complete
the ASRB, what accommodations have been made for those
organizations that wish all their personnel to complete
it, and how to monitor completion of the ASRB.
In the past, all DOE Headquarters personnel, regardless
of whether or not they had an access authorization,
were required to take the ASRB. For 2009, that requirement
has been discontinued. This year, only those with
"L" or "Q" clearances are required
to complete the ASRB.
The ASRB will be administered through the DOE Headquarters
Management Information System (MIS). MIS will generate
an e-mail to each individual with a Headquarters "L"
and "Q" and provide them with instructions
on how to access and complete the ASRB. Each HSO will
be given MIS administrative rights to monitor completion
of the ASRB by cleared personnel within their organization.
HSOs are expected to assist their personnel complete
the ASRB and monitor completion rates. All (100%)
cleared personnel are expected to complete the ASRB
within six weeks of its release date. The electronic

how HSOs can access the administrative rights for
monitoring their organization's progress in completing
the ASRB.
A few HSOs expressed the desire to have those employees
in their organization with Building Access Only (BAO)
clearances also complete the ASRB. To assist those
HSOs track their BAO employees' participation, the
administrator has created a "Not Required"
option. When an HSO logs into MIS and accesses their
organization's ASRB, the personnel listing automatically
defaults to "Required" persons. The HSO
has the option to then select a list of their BAO
employees through the "Not Required" option.

also explains in detail how to do this. If an HSO
wants to include BAO employees in the ASRB, that HSO
will be responsible for sending out notifications
and tracking completions.
