HSO SPOTLIGHT No. 022-2008 Use of the HSPD-12 Credential

The Homeland Security Presidential Directive-12 (HSPD-12) credentialing program is a government-wide initiative to issue common federal identification credentials to all federal employees and contractors. These credentials provide federal employees and contractors with an easy way to identify themselves and allow all government agencies to trust the identity of the HSPD-12 credential holder. While some federal agencies permit any HSPD-12 credential holder to automatically enter their facilities, DOE and many other agencies do not. DOE will not accept an HSPD-12 credential held by a non-DOE employee as the sole approval to enter their facilities.

Recently, there have been numerous instances where non-DOE federal employees and contractors visiting DOE have requested access by presenting only their HSPD-12 credential. They were denied access, and were required to obtain an appropriate DOE visitor pass. In some cases, this presented an unexpected delay for the visitor.

Please make your staff aware that any non-DOE visitors to DOE facilities, whether HSPD-12 card holders or not, must sign in as visitors in accordance with standard visitor control procedures. DOE employees who have an HSPD-12 credential and are visiting from other sites will be admitted and their badge encoded for access for the duration of their visit.

Other government agency employees who are assigned to DOE and need recurring access to a DOE Headquarters facility will be issued an appropriate DOE Headquarters badge (BAO/L/Q) as described in the HQFMSP, Section 1. This badge may be used to enter DOE Headquarters facilities. This badge will be issued to the other government agency employee whether they have an HSPD-12 credential from their own agency or not. They will not be issued a DOE HSPD-12 credential.
