HSO SPOTLIGHT No. 019-2008: Reporting Information of Personnel Security Interests

What is the issue: Assure that the Office of Headquarters Personnel Security Operations (HS-1.32) is informed of leaves of absence or extended leave lasting 90 days or more for all access authorization (security clearance) holders and applicants. Also assure that information of personnel security interest regarding security clearance holders and applicants is reported to HS 1.32.
Why do we need this?: To comply with requirements of DOE Manual 470.4-5, “Personnel Security.”
Who is impacted?: All cleared employees in your organization
What does the HSO need to do?: Provide adequate information to HS-1.32

The Office of Headquarters Personnel Security Operations (HS-1.32) reminds all HSOs of the requirement to report all leaves of absence or extended leave lasting 90 days or more for security clearance holders and applicants. In accordance with Chapter 7, paragraph 2.a.(2), of DOE Manual 470.4-5 “Personnel Security,” access authorizations (security clearances) must be terminated if the holder is on a leave of absence or extended leave and will not require access for 90 days or more.

Additionally, information of personnel security interest (e.g., incidents of security concern, infractions, disciplinary actions, unusual behavior, etc.) must be reported to HS-1.32. In accordance with Chapter 5, paragraph 3 and Attachment 2, paragraph 7.a.(4), of DOE Manual 470.4-5, “Personnel Security,” access authorization applicants and holders and/or their supervisors must provide direct notification to HS-1.32 of certain security concerns. Specific reporting requirements are listed in the cited Chapter. When an HSO becomes aware of information as noted above, that information should be reported to HS-1.32.

Reports of this information should be sent to the Director, Office of Headquarters Personnel Security Operations (HS-1.32). The attached template may be used as a guide.

These requirements are also being incorporated into the Headquarters Facilities Master Security Plan and the Annual Security Refresher Briefing.
