HSO SPOTLIGHT No. 012-2008 Adequate Justifications for Access Authorizations

To assure proper justification is
provided on the HQ F 5631.2, "Request for Clearance
Action" form when a request is made for an access
authorization (security clearance). |
| Why do we need this?: |
To comply with requirements of DOE Manual 470.4-5,
"Personnel Security" and the Headquarters Facilities
Master Security Plan dated December 14, 2007. |

Any HSO or individual completing the HQ F 5631.2 |
| What does the HSO need to do?: |
Provide adequate justification
on the HQ F 5631.2 form. |
The Office of Headquarters Personnel Security Operations
(HS-1.32) would like to remind all HSOs of the requirement
to provide adequate justification when requesting
the processing for access authorizations (security
clearances). In accordance with Section 3 of the Headquarters
Facilities Master Security Plan dated December 14,
2007, requests for access authorizations will not
be processed by HS-1.32 unless an adequate justification
for the "Q" or "L" clearance is provided. The justification
must be shown in the space provided on the HQ F 5631.2,
or provided as an attachment to the form. Justifications
must specify the highest classification level of matter
to be accessed and detail (without revealing classified
information) the duties requiring access at that level.
Clearance requests that do not contain this information
will be returned to the requestor.
Requests for reinvestigations also must contain a
detailed justification for continued need for retention
of the access authorization on the HQ F 5631.2.
The HSO may, at their discretion, obtain a manager's
signature on the HQ F 5631.2 for assurance that an
appropriate justification has been captured
