HSO SPOTLIGHT No. 010- 2008: Change in Personnel Authorized to Hand Carry Classified Matter to Congress

What is the issue: Updated list of DOE personnel authorized to hand carry classified matter to Congress
Why do we need this?: Only designated staff of the DOE Office of Congressional and Intergovernmental Affairs (CI) and the National Nuclear Security Administration (NNSA) are authorized to deliver classified matter to the Congress
Who is impacted?: Organizational personnel who are responsible for transmitting classified matter to Congress
What does the HSO need to do?: Disseminate this information to your organizational personnel who are responsible for transmitting classified matter to Congress

Classified matter intended for the U.S. Congress must be hand carried. There is no classified mailing address (CMA) for the Congress. Additionally, this function can only be performed by appropriately cleared and designated staff of the DOE Office of Congressional and Intergovernmental Affairs (CI) and the National Nuclear Security Administration (NNSA). The Headquarters (HQ) Courier Service is not to be used to courier classified matter to the U.S. Congress.

The Assistant Secretary for Congressional and Intergovernmental Affairs (CI) has revised the list of individuals authorized to hand carry classified matter to Congress for the Department of Energy staff only. Effective immediately, the new DOE points of contact are:

  • Primary: Forrest Allen, CI-1, Rm 7B-138 FORS, 202-586-3592, Deputy Assistant Secretary for Environmental Management and Budget
  • Alternate: Eric Hutchins, CI-1, Rm 7B-138 FORS, 202-586-1392, Legislative Advisor
  • Alternate: Michael Richard, CI-1, Rm 7B-138 FORS, 202-586-4220, Congressional Affairs Officer

NNSA:

The NNSA points of contact will remain the same as previously listed in Section 24, page 9, of the Headquarters Facilities Master Security Plan (HQFMSP).

The HQFMSP will be updated in the near future to reflect the changes contained in this HSO Spotlight.
