Some HSS staff members inquired about the effect of comparing the HSS survey results to a "government only" database versus using the National Safety Council's standard database of 411 companies representing a variety of industries, operations and activities.

Attached is a comparison of the program category percentile scores and the overall score for the full 411 company database used for the HSS survey report versus a government location-only database containing 34 locations/agencies. As scores for government organizations are usually a little bit higher than companies in general, the HSS scores actually dropped slightly when using the government-only database. Using the government-only database, HSS dropped from 15 overall to 11 overall. The pattern of scores is roughly the same, although Supervisor Participation shows quite a difference.
