FY2007 Analytical Services Program (ASP) Report:

Report Memo) The fifth annual FY2007 ASP Report
was published for distribution in December 2007. The
Report provides a background and scope, activities
and accomplishments, and FY08 goals and challenges
for the three component elements of the ASP; Department
of Energy's Consolidated Audit Program, Mixed Analyte
Performance Evaluation Program, and the Systematic
Planning and Data Assessment Tools and Training Program.
DoD 2007 Environmental Monitoring and Data Quality
Workshop:
The Manager, Analytical Services Program (ASP) will
deliver a presentation on the DOECAP analytical laboratory
audit results at the DoD 2007 Environmental Monitoring
and Data Quality Workshop in Albuquerque, New Mexico
scheduled for March 26-30, 2007. Both the DOE and
DoD are exploring joint audit teams in the conduct
of various commercial laboratory audits used by both
agencies field operations.
The National Environmental Laboratories Accreditation
Committee Institute (TNI) Interim/Annual Meetings:
As the DOE's voting representative and member of the
TNI Laboratory Accreditation Committee, the Manager,
Analytical Services Program will attend the interim
winter meetings in Denver, Colorado (January 29 to
February 2, 2007) and the summer annual meetings in
Boston (August 2007). TNI national standards effect
the implementation of the DOE's consolidated auditing
of commercial analytical environmental laboratories
and its proficiency testing programs.
Annual DOECAP Programmatic/Budgetary Review:
The annual Headquarters' DOECAP Programmatic/Budgetary
review is being planned at the DOE - Oak Ridge Operations
Office during the March-April 2007 timeframe. The
Manager, ASP will be reviewing with the DOE-ORO management
and the DOECAP operation team progress in meeting
milestones for DOECAP objectives and goals, budgetary
needs, planning for the DOECAP 2007 workshop in Las
Vegas, development of the FY 2007 Annual Report, auditor
qualifications and needs, and ways to increase Federal
employee participation for DOECAP waste treatment
and disposal audits.
DOECAP Audit Schedule Released:
The FY 2007 audit schedule has been released. Thirty
audits of analytical laboratories and seven waste
treatment, storage and disposal facilities will receive
annual qualification audits. The DOECAP eliminates
costly redundant audits otherwise conducted independently
by various field organizations; standardizes audit
methodologies, protocols and procedures; and shares
lessons learned.
Mixed Analyte Performance Evaluation Program (MAPEP)
Test Series 17 and 18:
The distribution of proficiency test samples (test
session 17) to domestic and international laboratories
supporting Departmental field missions, interests,
and activities is anticipated for February 2007; test
session 18 distribution planned for August 2007. MAPEP
is the only performance evaluation and testing program
that provides both radiological and non-radiological
constituents (i.e., mixed analytes) in the same proficiency
samples. The test samples are in four different medias:
water, soil, vegetation and air filters.
Radiation Measurements Cross Calibration (RMCC) Meeting
in Muscat, Oman:
The MAPEP Coordination and ASP Manager have been requested
to attend the annual meeting of the RMCC in Muscat,
Oman, April 2-4, 2007. Ten international Middle Eastern
laboratories participate in the Department's corporate
proficiency testing program as part of the DOE sponsored
RMCC Project. The Project is facilitated by the Sandia
National Laboratory and the International Atomic Energy
Agency.
Department of Energy's Consolidated Audit Program
(DOECAP) 2007 Workshop Scheduled:
The annual DOECAP 2007 workshop has been scheduled
for Las Vegas, Nevada August 20-24, 2007 at the Embassy
Suites Hotel. The annual workshop drawls interests
and presentations from throughout the DOE Complex,
the U.S. Environmental Protection Agency, the Department
of Defense, and various other informative talks on
various aspects of analytical services. Presentations
will be also made on the Department's proficiency
testing program, system planning software tools and
field training opportunities, a review and update
revision to the audit checklists, and analytical laboratory
and waste treatment and disposal managers' prospective
on auditing activities.
